Mr. Otero has over forty years of experience during which he has permitted over 1,000 civil engineering projects.  He is well versed in the public and private sector with an extensive background in civil, water resources and environmental engineering.  His primary experience is in the area of civil site design, stormwater modeling and environmental permitting and design.  He has successfully managed hundreds of large multi-discipline projects throughout Florida.  Previously, Mr. Otero supervised the Design and Planning Section of the City of Tampa Water Department.
